4th Phase of Chief Minister’s e-Youth laptop initiative for year 2015-16 has been started. Invitation for provision of 100,000 laptops to Higher Education Department, Punjab has been published today.
Government of the Punjab, Higher Education Department invites sealed bids directly from the interested Firms/Principals for the Chief Minister’s e-Youth Initiatives 4th Phase under the development scheme titled “Provision of Laptops” during the financial year(FY) 2015-2016. Government of the Punjab has planned free distribution of 100,000 laptop computers amongst the talented students annually for the next three years starting from 2015-16.
This is a three year-three stage programme for a total provision of three hundred thousand (300,000) laptops, starting in FY 2015-2016 and entailing the setting up of an assembly/manufacturing operation. In the Stage-1 (FY 2015-2016) the successful party will provide 100,000 laptops through direct import, followed by the provision of 100,000 laptops each year through a process of indigenous production in the successive two stages (FY 2016-2017 & 2017-2018), ending in complete local production in the third year (2017-2018).
The bidder/prime bidder must be a registered body duly recognized in Pakistan and be registered with FBR for Tax purposes; have registered supplier(s)/ partner(s) with sufficient financial, technical and human resources OR have own arrangements to complete the project within prescribed time limit on the finalization of contract for supply of three hundred thousand (300,000) Laptop computers in the next three (03) years, one hundred thousand (100,000) laptop computers annually—starting with 100,000 laptops through direct import in FY 2015-2016.
Though the prime objective of the project is provisioning of laptops to talented students, however bidders are required to produce laptops locally assembled while diffusing the import gradually over the next three years and as per schedule defined in the bidding document.
Bidding document containing detailed terms and conditions, method of procurement, procedure for submission of bids, bid security, bid validity, opening of bid, evaluation criteria, clarification/ rejection of bids, performance guarantee etc. is available for the interested parties at General Section of Higher Education Department, Punjab Civil Secretariat, Lahore —Pakistan against the bidding price of Rs.10,000/- (non-refundable) payable into State Bank of Pakistan / National Bank of Pakistan under the prescribed Head of Higher Education Department. The Bidding documents along with specifications of the Laptop Computers can be downloaded from website of PPRA and HED Punjab.
However, interested bidder will be required to have original copy purchased from HED, in order to participate in the tender process. Pre-bid meeting will be held on Tuesday, 24th November, 2015 at 1100 hrs. in the Committee Room of S&GAD, Punjab Civil Secretariat, Lahore, Pakistan. The bidder must submit a Call Deposit Receipt (CDR) from a scheduled bank equal to 2% of the bid value of the first year, which must accompany the bid in a sealed envelope marked as “Earnest Money” along with technical proposal drawn in favor of the Secretary to Government of the Punjab, Higher Education Department, Civil Secretariat, Lower Mall, Lahore.
This tender is being executed under Punjab Procurement Rules, 2014 (As amended). The bids, prepared in accordance with the instructions in the bidding document, must reach the office of the Section Officer (General), Government of the Punjab, Higher Education Department, Civil Secretariat, Lower Mall, Lahore, Pakistan on or before Wednesday, 02″ December, 2015 at 1500 hrs. The bids outer cover and technical proposals shall be opened on the same day at 1530 hrs in the Committee Room of Higher Education Department, Government of the Punjab, Civil Secretariat, Lahore, Pakistan by the Bid Committee in the presence of bidders who may choose to attend.
After the evaluation of technical proposals and approval thereof, the financial proposals shall be opened publically at a time, date and venue which will be communicated to the bidders subsequently. Incomplete bids, defective bids, and bids not conforming to the bidding documents shall be liable to rejection. All bids submitted after the time prescribed shall be rejected and returned without being opened. HED reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid or proposal. In case of any dispute the decision of the Project Steering Committee shall be final.
